The International Press Institute (IPI) is seeking a consultant to develop a risk assessment guide for reporters covering climate and environmental topics in Africa. The consultant will also develop corresponding training materials and deliver a risk assessment workshop. This initiative is part of IPI’s ongoing programme aimed at protecting and strengthening climate and environmental journalism in Africa, including through advocacy, networking, and support resources.
Scope of work
To support this work, IPI is seeking a consultant to:
- Develop a comprehensive risk assessment guide for climate and environmental journalists in Africa. This will include, among others, practical risk assessment and mitigation strategies to address legal, physical, psychosocial and digital risks. It should be designed with an intersectional gender approach.
- Design practical training materials and deliver training session
This will include a training agenda, learning materials, practical exercises, training survey and evaluation, The training session might take place in person in Nairobi around November 10/12, or online (the consultant should indicate their travel availability for those dates).The consultant will be responsible for ensuring that the training is adaptable for different regional and contextual settings.
Qualifications
- Previous experience in developing risk assessment tools, safety guides, and protection training curricula.
- Strong understanding of risks affecting environmental Human Rights Defenders (HRDs), in particular journalists and media actors.
- Experience in intersectional gender approaches to the protection of HRDs and journalists.
- Excellent writing and facilitation skills in English
- Availability to deliver within the stated timeline.
Timeframe
The consultancy is expected to run between July and November from the start of the assignment, as follows:
Risk assessment guide:
- First draft risk assessment guide by August 14, with feedback from IPI by August 21
- Second draft by September 4, with feedback from IPI by September 15
- Final draft by 25 September.
- The consultant will remain available for potential remaining questions or final inputs up to October 15.
IPI will keep the consultant updated on the design and publication of the risk assessment guide.
Training materials:
- Develop risk assessment training materials by October 5, with feedback from IPI by October 12
- Final draft by October 15
Training:
- Risk assessment training, delivered by November 10. The training will be delivered either online or in person, tentatively in Nairobi around November 10/12. In the case of an in-person training, all travel costs will be covered by IPI. The consultant should indicate their availability to travel on those dates.
Compensation
Interested consultants are requested to submit a financial proposal for undertaking the assignment. The financial proposal should provide a detailed breakdown of costs and indicate the consultant’s total fee for completing the assignment and all associated deliverables. The proposed budget should be inclusive of all professional fees, communication costs, and any other expenses related to the assignment. All taxes or mandatory social insurance payments are the responsibility of the consultant. The maximum fee is USD 7,000. If the training is delivered in person, IPI will separately cover reasonable travel and accommodation expenses in accordance with its travel policies.
