On 5 June 2023, a fake speech by president Vladimir Putin was broadcast by several radio stations in Russian regions bordering Ukraine, as a result of a cyber attack from an unknown source. The speech was heard in the regions of Belgorod, Rostov and Voronezh, reported Russian independent media outlet Meduza.

In the speech, a voice apparent to that of the Russian president said that Ukrainian forces had crossed the border in Kursk, Belgorod and Bryansk regions, and that martial law had been declared there. Inhabitants of these regions were instructed to “evacuate deeper into Russia”, while “full mobilization” was declared across the country. Local authorities, as well as the speaker of the Russian president, Dmitry Peskov, quickly demented the news, saying that the radio stations which broadcast the speech had been “hacked”.
