On 29 November 2023, a number of Russian TV channels in occupied Crimea were hacked, with broadcasts replaced by a recording of a speech of president Volodymyr Zelensky. According to local inhabitants who spoke to Ukrainian public broadcaster Suspilne on condition of anonymity, the broadcasts were hacked at approximately 9.30 p.m. local time. Videos shared online by locals in Crimea showed the Zelensky speech broadcast on Russian channels.

It was not clear for how long the speech remained on air, however according to a publication by Suspilne from approximately 2.5 hours after the reported beginning of the incident, at this time locals in Crimea receiving their television signal through the provider IPTV were still not receiving usual broadcasts, with their television sets instead showing a black screen. The incident was confirmed by Oleh Kriuchkov, an advisor to the head of the Russian occupying adminsitration of Crimea: in a message on Telegram, Kriuchkov wrote that “the enemy [had] hacked a number of Crimean internet providers”, and that technical services were working to restore the broadcasting of Russian channels.
