Russian media regulator Roskomnadzor blocked access to four Azerbaijani news sites within the country. They were the two websites of Oxu.az, which is based in Azerbaijan but also has a separate page offering Russian language coverage. Two other Russian-language sites operating in Azerbaijan were also banned: Haqqin.az and minval.az. Roskomnadzor reportedly offered no explanation or prior warning for the decisions, though media reports indicated their coverage of the war in Ukraine was the principal reason. The four blocking measures were enacted at different times. In response, Azerbaijani journalist organizations requested Roskomnadzor reconsider the decisions and lift the blocks. In a joint statement the groups said: “It should be noted that people, including the Russian-speaking population, have a fundamental right to know the truth. Roskomnadzor violates the principles of freedom of speech, pluralism and democracy by blocking Russian-language media, including Azerbaijani news portals.” It added: “It is known that these media outlets regularly disseminate information about the Russian-Ukrainian war, including information on violations of international norms by Russia during the war.”
