Journalist Vladimir Sevrinovsky from independent newspaper Meduza was fined 2000 rubles for not unlocking his phone of the police’s request. He was detained near the Veselo-Voznesenka checkpoint in the Rostov region near the border with Ukraine, where he was helping refugees from Mariupol. Sevrinovsky spent the night at the police department. It was unclear what Sevrinovsky was officially charged with, though he wrote on Facebook that the police cited Article 19.3 of the Code of Administrative Offenses, regarding disobedience to the requests of a police officer. Media reported that the detention was linked to an article that Sevrinovsky had allegedly planned to write on the violations of the rights of the refugees at the border.
