On September 8, 2023, journalist Stanis Bujakera Tshiamala was arrested at Ndjili airport in Kinshasa while traveling to Lubumbashi, in the southeast of the country. Bujakera has been accused of “spreading false rumors” and disseminating “false information”. Local reports connect his arrest and detention to a story published by the monthly magazine Jeune Afrique on August 31 about the killing of former transport minister and opposition lawmaker Cherubin Okende, whose body was found on July 13. The article cited “a leaked confidential report attributed to the National Intelligence Agency (ANR) that accused the military intelligence agents of possible involvement in the killing”.
