The International Press Institute (IPI), a global network of editors, media executive and leading journalists, has urged Japanese Prime Minister Shinzō Abe to raise the issue of press freedom and attacks on journalists during the upcoming G20 summit in Osaka, Japan.

“Japan is taking over the Presidency of the G20 at a critical juncture where strong pillars of democracy like independent media are being threatened by those very leaders who are responsible for upholding democratic values”, IPI Executive Board Chair Markus Spillmann and IPI Executive Director Barbara Trionfi wrote in the letter, which was delivered to the Japanese government last Friday by representatives of IPI’s Japan National Committee.

The letter urges Abe to “speak with the leaders of the G20 nations to ensure press freedom and safety of journalists in their countries”. It also requests the prime minister to take up press freedom concerns during bilateral meetings, including with the governments of Turkey, Saudi Arabia, Mexico and India.

Your excellency,

On behalf of the members of the International Press Institute (IPI), a global network of editors, media executives and leading journalists for press freedom, the IPI Executive Board would like to seek your intervention in improving press freedom amongst the G20 countries, who will be meeting later this month under your leadership in Japan.

As you are well aware, press freedom is fast deteriorating in many countries around the world and attacks on independent journalists and media houses have reached alarming proportions. Many governments are attempting to stifle independent media and critical journalists through new laws.

Amongst the G20 countries, unprecedented number of journalists have been killed in Mexico over the past years and Turkey has become the biggest jailer of journalists with some 140 in prison for their work.

Earlier this month, the Australian federal police raided the offices of the Australian Broadcasting Corporation and the home of a journalist, blatantly disregarding press freedom. In Russia, several independent journalists critical of the government are in prison and some have died under mysterious circumstances.

In India attacks on journalists have spiralled and investigations into killing of journalists are lethargic. Saudi Arabia has failed to take action against those responsible for the killing of Saudi journalist Jamal Khashoggi.

Political leaders in G20 countries are labelling media as “enemy of the people”, attacking journalists as well as media organizations on social media, trying to discredit them and encouraging their followers to follow suit.

Your excellency, Japan is taking over the Presidency of the G20 at a critical juncture where strong pillars of democracy like independent media are being threatened by those very leaders who are responsible for upholding democratic values.

We urge you to use your good offices to raise the issue of press freedom and attacks on journalists during the forthcoming G20 Summit. We request you to be firm on this issue and speak with the leaders of G20 nations to ensure press freedom and safety of journalists in their countries. During your bilateral meetings, we urge you to call upon Turkey to release all journalists in prison and on Saudi Arabia, Mexico and India to ensure justice for murdered journalists.

As the Executive Board of IPI, which was founded in 1950 to defend press freedom and promote good journalism, we would be grateful to you for your support in ensuring journalist safety and protecting press freedom, which is crucial to strengthening democracy all over the world.

報道の自由は世界の多くの国々で急速に縮小しており、独立したジャーナリストやメディア企業への攻撃が驚くべき割合に達していることはよくご存じの通りです。多くの政府が新法によって独立したメディアや批判的なジャーナリストを抑圧しようとしています。

G20サミット参加国の中では、メキシコで過去数年間に前例のない人数のジャーナリストが殺害されました。トルコでは約140人が報道を理由に投獄され、その数は世界最大となっています。

今月初旬、オーストラリア連邦警察はオーストラリア放送協会（ＡＢＣ）の事務所とジャーナリストの自宅を強制捜査し、報道の自由を露骨に無視しました。ロシアでは、政府に批判的な独立系ジャーナリスト数人が投獄され、不可解な状況下で獄死した人もいます。

インドでは、ジャーナリストへの攻撃が急増しており、記者殺害に対する捜査は力を欠いています。サウジアラビアは、ジャーナリストのジャマル・カショギ氏殺害の責任者への対応を怠りました。

G20の一部の政治指導者は、メディアに「国民の敵」とのレッテルを貼り、ソーシャルメディアでジャーナリストやメディア企業を攻撃、信頼性を低下させようとするとともに、フォロワーがこれにならうことを奨励しています。

総理大臣閣下、こうした重大な局面で、日本はG20サミットの議長国を務めます。民主主義の強靱な柱である独立したメディアが、民主的価値を支える責任を負う指導者によって脅かされているのです。

来るG20サミットでは、報道の自由やジャーナリストへの攻撃をめぐる問題を提起するよう尽力することを要請します。この問題に対し断固たる姿勢をとり、G20参加国の指導者と話し合い、それぞれの国の報道の自由とジャーナリストの安全を保障するよう求めます。二国間会合では、収監されている全てのジャーナリストを釈放するようトルコに求め、殺害されたジャーナリストの正義を保障するようサウジアラビア、メキシコ、インドに働き掛けるよう要請します。

報道の自由を擁護し、質の高いジャーナリズムの促進を目的に1950年に設立されたIPIの会長として、世界の民主主義の発展のために不可欠なジャーナリストの安全確保と報道の自由の擁護に対する貴殿の支援を賜れば幸いです。
