On 19 December 2025, investigative outlet Slidstvo.Info reported that four district state administrations (RDAs) in Kyiv refused to provide the outlet with information in response to official requests concerning the condition and availability of civilian bomb shelters. According to Slidstvo.Info, the Shevchenkivskyi, Solomianskyi, Sviatoshynskyi, and Podilskyi district administrations declined to disclose the requested data.

Slidstvo.Info had requested information of clear public interest, including documentation on the maintenance and accessibility of shelters intended for civilian protection during air-raid alerts. The outlet stated that the refusals were issued despite Ukraine’s legislation on access to public information, which obliges authorities to provide such data unless it is lawfully restricted.
