On 25 November 2022, the Russian Ministry of Justice designated two journalists from TV Rain and RFE/RL as ‘foreign agents’. Anna Mongayt from TV Rain was included in the foreign agents list for allegedly receiving financing from Ukraine, as well as from TV Rain, which registered its activities in Latvia following Russia’s large-scale invasion of Ukraine in February. The Ministry of Justice also designated Lyubov Barabashova as a ‘foreign agent media outlet’. Barabashova is a journalist working for Sibir.Realii, the Siberian regional news portal of RFE/RL, a broadcaster financed by the US Congress.

Journalists designated as ‘foreign agents’ or ‘foreign agent media outlets’ are submitted to publication restrictions in Russia, and are obliged to declare their activities and revenues to the Russian Ministry of Justice.
