Jorge Ruiz Vázquez, a reporter for Grafico de Xalapa, was shot dead at his home in Actopan, Veracruz state on August 2, despite being provided state protection. Media reports said that he was killed just a few days before he was to testify before state authorities about previous death threats made against him. Vázquez had alleged that Actopan Mayor Paulino Domínguez Sánchez was behind the threats.
